Well - the 737 has no fuel jettison system and the refuelling vents are in a different location then where we see the vapor stream here. Really curious picture...
Simply vortex disguising itself as fuel?
Every airliner has a vent under the wing. If the wings are full on a hot day, the fuel needs to expand, so out the vents it goes. If a the fueler screws up or the gauges are wrong and the tank gets over fueled, it dumps out the vent.
