On short final to 9R in the early morning light. I wouldn't be so concerned with the ASA CRJ-200 on short final in the background to 8L, but with the papers blocking one of the cockpit windows in front of the FO. I'm sure he's blocking out the blinding sunrise, but isn't this some sort of safety issue?
